By 11:00 a.m., about 20 people had arrived at the scene to mourn, including laying flower cards, presenting white flowers, posting papers with mourning words, and so on. By 11:30, there were citizens coming to the scene one after another. There were nearly one hundred people on the scene during the peak period. Some citizens on the scene persuaded to disperse to avoid violating the restriction order.
