The three defendants were Zeng Jingbo (34 years old), former director of Hanhua Ratings Co., Ltd. (Hanhua Ratings); Huang Jiajun (35 years old), former senior manager of Hanhua Ratings; and Huang Jiajun's wife Liang Shiwei (34 years old), the same Accused of one count of conspiracy to defraud, violating common law.

At the time of the incident, Zeng Jingbo served as the evaluation director of Hanhua. The company provided clients with a number of corporate and consulting services, including valuation of commercial and intangible assets. Zeng Jingbo is the director of the company's corporate value assessment and transaction advisory group, and Huang Jiajun is the senior manager of the group, whose work is supervised by Zeng Jingbo. Liang Shiwei was Huang Jiajun's girlfriend at the time.
According to the introduction commission plan of Hanhua Evaluation, if a new customer is introduced by a non-Hanhua evaluation staff, the introducer will receive a commission ranging from 10% to 30% of the contract amount.
The charges are that Zeng Jingbo, Huang Jiajun and Liang Shiwei were involved in conspiracy to deceive Hanhua from February 3 to May 13, 2016, and dishonestly told the company falsely that Liang Shiwei had introduced an information technology company Engage Hanhua Appraisal to provide services, so as to induce Hanhua Appraisal to pay Liang Shiwei an introduction commission of 13,800 yuan.
Hanhua Appraisal and the above-mentioned information technology companies provide full assistance during ICAC investigations.
