In Mayotte, where the authorities have postponed the deconfinement, the scientific council which advises the government in the fight against the coronavirus recommends "the maintenance of confinement until the end of the local epidemic peak" and "the strict limitation of the number of arrivals" , in a 2nd opinion given Wednesday to the Minister of Overseas.

The Indian Ocean department, classified "red", had 1,143 reported cases on Wednesday, 43 hospitalizations including 9 in intensive care and 14 deaths. The scientific council recommends that newcomers to Mayotte comply with “the principle of general confinement” and specifies that no systematic PCR test (which makes it possible to detect if one is carrying the virus on the day of the test) “is recommended "

In Mayotte, the priority is "to strengthen local diagnostic capacity by PCR" for symptomatic people, "isolation and medical care of infected people".

Different formulas of "fortnight"

For Guyana, Martinique, Guadeloupe, Saint-Martin, La Réunion and French Polynesia, scientists consider it possible "to envisage the disappearance of the cases of Covid-19 in the weeks or months to come". But they recommend "to increase the frequency of passenger transport only from June, by favoring family reunification and professional travel".

Finally, for Wallis and Futuna, New Caledonia, Saint-Pierre and Miquelon and Saint-Barthélemy, territories "currently free from epidemics", he recommends "continuing, for the coming weeks, the application of strict measures of regulation of the flow of travelers, according to local capacities for organizing supervised quarantine and systematic screening ”.

In terms of the fortnight, scientists offer "three options" for travelers arriving in overseas territories. The first option recommends a "fortnight in a dedicated structure accompanied by a systematic PCR test at the end of the fortnight". This strategy, currently practiced in several overseas territories, is "the one that ensures the best prevention". But the Constitutional Council censured it on Monday because it did not offer guarantees of recourse to a judicial judge.

The second option offers a fortnight at home, if the reception conditions are "good", with a lifting of fourteen "when the PCR test performed at the end of the period will be negative", but this option "presents a risk of intra-family transmission of Covid-19 ".

Finally, the third option recommends "a period of strict confinement at home of seven days before the trip, followed by a period of strict confinement at home of seven days upon arrival overseas", with a PCR test before the trip and another at the end of the fortnight. An "acceptable" option, but with "an increased risk of Covid-19, if it is not applied strictly".
