"Since we decided to reopen the schools, why blacklist kindergartens?" Asked the applicant, the mother of a little girl in a large section and also a municipal opposition counselor. Back to elementary school in Bobigny is scheduled for May 18, but the kindergartens and nurseries will remain closed until September.

This choice is not "motivated by imperative reasons linked to particular local circumstances", she considers in its interim measures (emergency procedure), pointing to an "illegal" attack on "equal access to instruction". By this decision, the city "aggravates the already strong educational and social inequalities on its territory and has the effect of introducing an inequality between the pupils of the city according to their level", she adds.

Strict sanitary measures

Thursday, on the fourth day of deconfinement, a second wave of schoolchildren returned to school, especially in Ile-de-France, for a gradual recovery. It is framed by strict health measures, in order to avoid a new outbreak of the coronavirus epidemic, which has killed more than 27,000 people in France according to the official report published on Wednesday evening.

In a letter of April 27 addressed to the prefect of Seine-Saint-Denis and to the National Education, 8 centrist mayors including that of Bobigny, Stéphane De Paoli, announced their intention not to reopen nursery schools on May 11.

It is necessary that "the age of the children allows them to understand and respect the necessary precautionary measures", they wrote, explaining that the physical distance was "impossible to guarantee in the smallest", and that the non respect of the gestures barrier could "engage (their) criminal liability as employers and managers of premises". Some signatory mayors then returned to this position.
