At the end of several weeks of confrontations between the countries of the North worried about having to pay the bill for this crisis and those of the South who wish to see the solidarity of the bloc expressed, European leaders are trying to look good and give - finally - their green light to a first package of 540 billion euros to support economies. That evening, they instruct the Commission to propose to them a European budget that has been adjusted accordingly and the recovery plan which will allow the bloc to start again. Hundreds of billions, even thousands of billions, are at stake. " You will have a proposal on May 6, " promises Ursula von der Leyen. "Are you sure Ursula? If I were to make a recovery plan for German industry, it would take me more than two weeks, "says Angela Merkel to her former minister.
