According to the new statutes that had just been passed, the building owner should have had 28 parking spaces for the 14 residential units. These should be spread over the entire property, which is 2220 square meters in size - around the two apartment buildings.

Original application for nine residential units

The building application had already been submitted in summer 2019. At that time, nine residential units were planned. The client withdrew the application at the time and had it revised. At the time, neighbors were upset and wrote a letter to all the members of the local council.

In the current quarter of an hour of the local council neighbors had given their anger away. A resident complained at the time that the topic of noise protection was being wiped away. The cars would then drive past the neighbour's garden fence, which should be the quiet zone. An underground car park would be more suitable, said a woman.

Existing house should be demolished

There is still a house on the property. According to the latest planning, it should now be torn down - contrary to what was planned in summer. The apartments are planned for two, three or four people.

So 30 to 50 people could move in, said Mayor Norbert Riepl (CSU / DG). "This is a new dimension for Oberschweinbach," he admitted, but also emphasized: "Large plots often involve large buildings." The decision was also made to pursue densification for Oberschweinbach, he continued.

Calculation of the architect controversial

The following is also controversial: Riepl explained that the architect used the term village area for the calculation, which allows denser development than if it is a general residential area. The district office will decide on this. Nevertheless, he suggested that the subject of underground parking should not be dropped entirely.

Markus Zifreund (DmZ) remarked: “As a street consultant, that's a nuisance to me. Then where do the visitors park? Back on the road? ”Franz Neheider (DmZ) described the whole thing as“ conflict planning ”. That would always fall back on the community. He couldn't take it that way.

Parking space distribution "completely absurd"

Diana Wolf (FW) also found: "The number of storeys does not work here." She called the two structures with the parking spaces all around "completely absurd". Johannes Heitler (CSU / DG) agreed: "Post-consolidation yes, but please in moderation." He recalled that in August he had asked a planner to consult as a consultant to show what a reasonable village development should look like. Lutz Rosenbaum (BV Günzlhofen) countered that all requirements had been met. "We will not be able to prevent this." Kornelia Schromm (FW) pointed out that it was not about taste, but about "the dimension not fitting". The buildings did not fit into the surrounding buildings. "This is a lighthouse project in the general residential area."

In the end, the majority voted against the project. The building application has now been rejected. The building authority of the Mammendorf administration had suggested this.
