Report of the Supervisory Committee | International experts who have resigned: will analyze their own movements as soon as June 9

Clifford Stott, a British scholar who has commented on the "Insufficient Power and Independent Investigation Ability" of the IPCC and has withdrawn from its international expert group, today (17th) posted on Twitter that he will analyze the information in the report and the data collected by himself. The anti-amendment incident issued a report on its own to discuss the evolution of this social movement, and hope to publish it before the first anniversary of the June 9th movement.

The Superintendent of Police issued a report on the anti-amendment incident the day before (15th). However, the content was questioned and satisfied with the police's words and could not win the public's trust. Clifford Stott, a British scholar who has commented on the "Insufficient Power and Independent Investigation Ability" of the IPCC and has withdrawn from its international expert group, today (17th) posted on Twitter that he will analyze the information in the report and the data collected by himself. The anti-amendment incident issued a report on its own to discuss the evolution of this social movement, and hope to publish it before the first anniversary of the June 9th movement.

Clifford Stott uploaded a screenshot of the introduction to a document, mentioning that the report will be divided into 3 main parts:

1) From June to the end of July last year, the demonstrations were mainly concentrated on Hong Kong Island. In order to prevent the passage of the "Fugitive Offenders Regulations" amendment, the main action was to impact the Legislative Council on July 1. The report mentioned that large-scale police and civilian conflicts continued at this stage, and the demands of demonstrators also gradually evolved, prompting the police to use force to escalate.

2) The scope of demonstration activities has expanded and the form has changed. Demonstrators have pointed more at the Chinese government's control of the Hong Kong government. The report believes that this stage of escalation is closely related to the first stage, including the impact on the Legislative Council.

3) Flowing demonstrations are becoming more frequent, and the level of demonstration violence is escalating, which is more targeted at the police. The report will analyze how demonstrators resented the police and the Hong Kong government and questioned its legitimacy. The Yuen Long 7.21 attack is an important case.

The report will collect the first-hand and second-hand information of the participants in the social movement for detailed analysis. It also means that to fully understand the evolution of the entire movement, it must be analyzed from the perspective of police work, demonstrators' actions, social and psychological interaction, Hong Kong history and social structure .

Chief Executive Lin Zhengyue announced in September last year that the IPCC will hire an international team of experts to assist in the investigation. However, experts said in December last year that the IPCC lacked investigative power and collectively "jumped", including Clifford Stott. Clifford Stott pointed out that his report will focus on the evolution of this social movement and hopes to publish it before June 9.
