LE FIGARO. - What analysis do you make of the relationships between Emmanuel Macron and the regions?
Hervé MORIN. - They reveal a huge mess and a big mistake. When he was a presidential candidate, Emmanuel Macron promised a modern approach to power based on the end of centralism and verticality. He praised horizontality as a factor of innovation and wealth and the modernization of social relations through dialogue. However, for three years, the head of state and the government have created the conditions to prevent trust between communities and the state through excessive centralization. This slows down the transformation of the country because if we want to give responsiveness to public authorities, promote collective intelligence and restore - I mean restore - democracy, it goes, as we observe in many of our neighbors, by more proximity powers.
