The Legislative Council Chairman Liang Junyan earlier cited Rule 92 of the Rules of Procedure and appointed Chen Jianbo, the chairman of the Finance Committee, to replace Guo Rongkeng to preside over the election of the chairman of the internal council this morning. The applicant is Guo Zhuojian, the respondent is the chairman of the Legislative Council, Leung Jun-yan, and the Member of Parliament, Chen Jianbo.

Guo pointed out in the application that the meeting chaired by Chen Jianbo today misquoted the Rules of Procedure. Guo asked the court to issue an order. Chen Jianbo presided over the internal meeting today to elect the chairman, which was an unconstitutional and illegal decision. Guo also asked the court to open an emergency hearing after 6 p.m. today to handle the judicial review and injunction orders he applied for.
