After two months of incessant diplomatic shuttles between the fifteen member states of the Security Council, a compromise finally had a chance of being reached with a view to a resolution fully supporting the call for an "immediate global ceasefire in all over the world ” launched by Secretary General Antonio Guterres on March 23. It was still necessary that the Security Council, this vestige of the victorious alliance in 1945 against the Axis powers, sanction the initiative which called for a "humanitarian pause for at least 90 consecutive days" in order to allow to deliver aid to the most affected populations. The operations to combat jihadist groups were excluded from this cease-fire.
