Laurent Pietraszewski, “double” Secretary of State responsible for pensions and ... the protection of employees

2020-05-21T04:17:11.683Z

Put in spite of himself to "technical unemployment" on his ministerial portfolio, the ex-deputy LREM of the North had been spinning since mid-March a "helping hand" to Muriel Pénicaud on the guides for resuming work. He has officially been entrusted with this mission.

Unless I am mistaken, this is a first in the history of the Republic. Forced into "technical unemployment" on his favorite file in mid-March after the confinement of the country, Laurent Pietraszewski, the Secretary of State responsible for pension reform, has just received a new portfolio : that of Secretary of State "responsible for protecting the health of employees against the Covid-19 epidemic", according to two decrees published Wednesday in the Official Journal. The former HRD of Auchan who was elected LREM deputy for the North in June 2017 will therefore have two supervisory ministers: Olivier Véran, for Health; and Muriel Pénicaud, at Work.

This appointment is in fact a regularization, Laurent Pietraszewski having two months ago very quickly offered his services to his college on rue de Grenelle to help him in the implementation of resumption of activity protocols for the different trades, as he explained to Le Figaro four weeks ago. "I could not continue to act as if, while debating with the senators, while the country faces the most serious health and economic crisis of its history" , he admitted then that the pension reform, which he had inherited in December 2019 after the resignation of Jean-Paul Delevoye and which had just been voted at first reading - thanks to the use of article 49-3 of the Constitution - in the National Assembly, had just been suspended. “My daily life is to lend a helping hand to Muriel Pénicaud. I make the link between all the components: the administration, the professional organizations of the various sectors, and the persons in charge of the concerned trades " , he specified again, emphasizing the professional agility which he always showed during of his career in the private sector.

I asked for a little reinforcement [...] because we have a lot of work to ensure the health of employees everywhere

Muriel Pénicaud, Minister of Labor

"I asked for a little reinforcement on this subject [protecting the health of employees against the Covid-19 epidemic] because we have a lot of work to ensure everywhere the health of employees" , justified Muriel Pénicaud this Wednesday on Cnews, adding that Laurent Pietraszewski would assist him "for part of his time, in an exceptional way during this period" of health crisis. As surprising as it may seem, the "double" secretary of state remains in charge of pension reform. Besides, he admitted a month ago that he had not completely given up thinking even if he recognized that "the country needs, more than ever, social cohesion and, to say the least is that this reform contributes little to it ” .

No one knows if the pension scheme, described before the coronavirus crisis as "mother of reforms", will be put back on the table before the end of the five-year term. Given the shock suffered by France and the scale of the economic crisis since, there is however little risk that the President of the Republic will pursue it. The challenges have changed in scope and size. The time is no longer to make the pension system universal, fairer and more readable, but to save the country from widespread bankruptcy after two months of lethargic coma. "For the moment, obviously, we cannot carry out this reform in the context of a health emergency, I believe that everyone understands it" , recognized Muriel Pénicaud. Little chance that Laurent Pietraszewski will be able to return the cover before 2022, which should give him quite a bit of time for his second job, with Muriel Pénicaud.
