The work of civil protection: Thinking ahead - that's the most important thing

The corona crisis poses challenges for everyone. These are particularly large for the disaster control management group in the district office.

The corona crisis poses challenges for everyone. These are particularly large for the disaster control management group in the district office.

Bad Tölz-Wolfratshausen - It was a kind of anniversary: On Thursday last week Florian Streidl sent the 100th situation report to the government of Upper Bavaria. In these reports he and the catastrophe protection management group - FüGK for short - have explained 100 times how the corona situation in the district is developing, what measures have been taken and how they work. "It was a memorable moment," said Streidl in the afternoon briefing. "There has never been such a long disaster."

It was almost eleven weeks ago that Prime Minister Markus Söder declared the K case due to the corona pandemic on March 16. The district office as the civil protection authority officially set up the FüGK. The preparations had been made for days. In addition to Streidl - who is in charge of tactics and organization - Alexander Bauer and Carolin Singer belong to the top of the crisis team. All three work in the district office in department 3 / subject area public security and order. All three can be reached around the clock.

"Better to have a plan B or C"

With them and the other members of the FüGK, all the threads come together. You stay on top of things in a situation where there is sometimes a fire at every nook and corner. "We are trying to cope with the madness of Corona," summarizes Streidl.

There are permanent members of the FüGK and those who are called in according to the respective situation. Depending on what knowledge you need. At the moment, of course, doctors are more in demand. But it is "always teamwork," emphasizes Bauer. That is also important to Streidl. "Of course it means: Everything is on our command. But it only works so well because everyone helps together. "

This also applies to the various other organizations such as BRK, Bundeswehr, THW, mountain rescue service, police or fire brigade, which are available on call or have been entrusted with solving individual problems. The fire protection officers were asked, for example, how the operational readiness can be maintained. "A positive Corona case could paralyze an entire fire brigade," says Bauer. A lot of things were implemented that should prevent exactly that - that ranges from “wearing masks during use to larger seat spacing in the vehicles,” says Bauer.

In general, the goal is not to wait until there are acute problems to be solved. Rather, the FüGK and its support network try to predict what difficulties they may face and have a solution in store for them. "Even better, you even have a plan B and a plan C," says Streidl. “Getting in front of the situation,” he calls it, “is the great art. You have to think ahead. "

Corona is also an issue in youth welfare

So far, this has worked well in the district. The drive-in test center at Flinthhöhe was at a very early stage, so that the test capacities in the district could be increased quickly. Since there are currently only a handful of acutely infected people, the drive-in has been reduced in the past week. "But we can expand it at any time," emphasizes Streidl. It was also early with the home visit service for non-mobile corona patients. It was set up before the government gave instructions.

However, disaster control also looks at areas that at first glance seem to have nothing to do with Corona, even developed possible scenarios for this. There is an example from youth welfare. If violence occurs in families, the perpetrator is usually removed from the apartment, explains Singer. But what if the racket is currently isolated because it is infected with the corona virus? "Then we can hardly tell him that he has to spend the night with a friend," explains Singer. So a facility was sought - and found - where these special patients could be accommodated.

There were two meetings a day in weddings

What is unusual about this disaster case is not only the duration, but also the fact that, unlike a flood or a forest fire, there is no classic location. Instead, the FüGK takes care of different operational phases. This includes the drive-in, the home visit service, the citizens' telephone, but also, for example, the storage and distribution of masks, gloves and disinfectants. Andreas Baumann has just taken on the logistics task from Andreas Wüstefeld. The latter is actually the boss of Tölzer Land Tourismus, the former boss of the job center. Baumann's work there continues, but he also keeps an eye on what the inventory of protective equipment is. He has just released hundreds of liters of disinfectant to religious communities and schools. The unloading of the trucks that bring the equipment also falls into this operational phase. "This is really work. That is why I would like to thank my team today, ”said Baumann in the briefing. In the heyday of the crisis with dozens of new corona cases every day, the FüGK and the specialist advisers from the police, rescue center and other organizations met twice a day at the district office. Now everyone still comes together once a week. The reports are short and crisp, the situation is relaxed.

Nobody knows better than the civil protectionists that it doesn't have to stay that way. That is why they are already thinking about the challenges that a second wave could bring - to always remain ahead of the game.
