The proclamation says in part: "I have determined that it is in the interest of the United States to take measures to restrict and suspend entry to the country, both immigrants and non-immigrants, of all foreigners who were physically present in the Federative Republic of Brazil during the period of 14 days prior to your entry or attempted entry into the United States. ”
