After China implemented the Hong Kong version of the National Security Law on May 28, the United Kingdom, the United States, Canada and Australia issued a joint statement, accusing the bill of threatening the prosperity and stability of Hong Kong and calling on Beijing and Hong Kong people to find a common and feasible plan.

The Anglo-American-Australian statement mentioned that it regretted China ’s adoption of the Hong Kong version of the National Security Law, describing Hong Kong as a bastion for freedom. The four countries believe that the relevant bills will weaken the freedom of Hong Kong people, erode the system of local autonomy and prosperity.

The British Prime Minister Boris Johnson said on the same day that he was deeply concerned about China's implementation of the Hong Kong version of the National Security Law, referring to the relevant laws undermining the principle of one country, two systems.

A Johnson spokesman said that the Chinese government ’s actions clearly threatened the "Sino-British Joint Statement" signed in 1984, which ended Hong Kong ’s status of 50 years of high autonomy. The spokesman also pointed out that Foreign Minister Dominic Raab had discussed related issues with US Secretary of State Mike Pompeo on the 27th.

Pompeo said on the 27th that Beijing's promotion of the "Hong Kong version of the National Security Law" is only "a series of the latest acts that fundamentally undermine Hong Kong's autonomy and freedom." In view of the reality, "no rational person can assert that Hong Kong still maintains a high degree of autonomy in the hands of China."

According to the "Hong Kong Policy Law" of the United States, the State Department needs to assess the degree of Hong Kong's autonomy. Pompeo pointed out that after carefully studying the recent developments, he confirmed to Congress today that Hong Kong will no longer be guaranteed the treatment accorded by the United States before the return. He also described that China clearly wants to transform Hong Kong into a Chinese city.

US President Donald Trump stated on the 26th that he was prepared to take "very powerful" measures against China this week, but did not disclose details. Trump officially signed the "Hong Kong Human Rights and Democracy Act" on November 27, 2019. The bill requires the Secretary of State to submit an annual report on Hong Kong's autonomy to the Congress.

Governments such as the European Union and Japan have also expressed concerns about the Hong Kong version of the National Security Law.
