The Head of Government, accompanied by Ministers Olivier Véran and Jean-Michel Blanquer, detailed all the measures that will come into effect


Deconfinement, phase 2. Five days before its entry into force on June 2, Edouard Philippe presented this Thursday the various measures that will give more freedom to the French.

Since the start of the first phase on June 11, after 55 days of confinement, travel was still limited to 100 km as the crow flies (with exceptions) while restaurants, bars and cinemas had to keep closed. On all these points, the Head of Government relaxed the rules in force.

"The results are good" in terms of health, said since Matignon Edouard Philippe, accompanied by two ministers, that of Health, Olivier Véran, and that of National Education, Jean-Michel Blanquer.

Here is what to remember from this intervention, while the next deadline to further adapt the measures is set for June 22.

No more territory in red

As expected given the indicators of the past few days, no more departments are classified red. France is not entirely green, however, since the color orange reappears, whereas it had disappeared on May 7 when the map had been frozen. A fourth and new indicator has been taken into account: that of the test positivity rate.

Île-de-France, Guyana and Mayotte, which remain under “surveillance”, are classified in orange because at least two of the indicators are not good. Their inhabitants must follow barrier measures even more scrupulously to limit the spread of the new coronavirus. "In these departments, deconfinement will be a little more cautious than in the rest of the territory," said Edouard Philippe.

Nationwide, Olivier Véran reported that 1.9% of those tested were positive for Covid-19.

No more travel limits

The 100 km barrier not to be exceeded breaks down, and no further distance restrictions are put in place. "The end of this ban should not mean a relaxation in attention," warned Edouard Philippe, calling to postpone a distant trip if possible.

On the other hand, travel between the mainland and the overseas territories remains "subject to compelling reasons (health, family or professional)".

Gatherings of more than 10 people still prohibited

As at present, gatherings are limited to 10 people, at least until June 22.

Bars, cafes and restaurants can reopen on June 2 in the green zone. In orange territories, including Île-de-France, this will only be allowed on the terrace. "We thought it was the right step to take at least for the next three weeks," said the Prime Minister.

The reopening will also be "conditional" on compliance with sanitary measures, with a space of at least one meter between two tables and ten customers maximum per table. The wearing of a mask will be compulsory for staff and for customers "when they are on the move".

A relief for all the professionals who, for several days, have been preparing the reopening by adapting their premises and the service.

However, campsites and holiday villages in the orange zone will have to wait until June 22 to reopen.

Reopening of parks and gardens

The reopening of parks and gardens was demanded by many elected officials in the red zone, including the mayor of Paris, Anne Hidalgo. Their wishes have been granted since these spaces will once again be able to welcome the public from June 2. Authorization valid in all departments, even those now in orange, announced Edouard Philippe.

Sports halls and cultural activities

All museums, monuments and beaches can reopen on June 2, throughout the territory. For cinemas, it will be necessary to wait until June 22, again regardless of the color of the area.

Sports halls, swimming pools and leisure parks will also be able to reopen from June 2, but only in the green zone. In Île-de-France, Mayotte and Guyana, it will take until June 22.

On the other hand, team sports and discos are prohibited and closed until June 22.

Likewise, the 2019-2020 Ligue 1 football championship is well finished. Our European neighbors, in England, in Germany and in the United Kingdom, on the other hand, fixed dates of resumption in June (the Bundesliga even already resumed).

Limited reopening of high schools in the orange zone

After the schools from May 11, the colleges (in 6th and 5th) in the green areas since May 18, the government has decided to "accelerate" the movement.

All schools will be able to open their doors as of June 2. More than 80% of them have already reopened, with a target of 100% "starting next week", said Jean-Michel Blanquer.

From June 2, all colleges will be able to reopen, regardless of the color of the department. In the orange zone, however, pupils in grades 6 and 5 will be given priority. The case of 4th and 3rd graders will be assessed on a case-by-case basis. Currently 95.5% of establishments have reopened.

Finally, all the high schools (general, technological and professional) will open in the green zone. In the orange zone, priority will be given to students needing professional certification. However, the oral of the French bac is canceled, announced Jean-Michel Blanquer.

As for summer camps, it will be possible to enroll children from June 22.

Nothing new in transport

No big change in transportation on June 2. The mask remains compulsory on the train and public transport, while the certificate to borrow them in Île-de-France will always be compulsory.

Wearing the "widely recommended" mask

The doctrine is now very clear. The government very strongly recommends wearing the mask, as much as necessary, said Edouard Philippe. Or also in public space.

As for vulnerable people, especially the elderly and those suffering from chronic diseases, they should continue to apply “strict” barrier gestures and to telework when possible.

StopCovid application operational

Edouard Philippe defended the principle of implementing the StopCovid application to facilitate the tracing of contact cases. "Its use will be anonymous and temporary and the state will never be able to identify you," assured the Prime Minister. It will be possible to download and install this application from June 2, he said.

If you have been more than fifteen minutes within one meter of a person who tested positive and also had the application activated on their mobile, you will receive a notification to encourage you to isolate yourself and to go to a doctor.

European borders closed until June 15

On May 7, Interior Minister Christophe Castaner announced that border restrictions with European countries (European Union and United Kingdom) would be "extended until June 15 at least". This Thursday, Edouard Philippe indicated that France would be "favorable" to a reopening of the intra-European borders from June 15. "Everyone has a few more elements" to organize their summer vacation, he said.

As for the borders with other non-European countries, they remain closed until further notice and European coordination will be set up to decide on any easing.
