Röhrmoos - The huge building shell in the center of Röhrmoos cannot be overlooked: the housing association of the district is currently building 20 senior housing here.

The municipality of Röhrmoos provided the property on Blumenstrasse 1, on which the Sparkasse had stood for many years. The municipality contributes to the financing of eight of these 20 apartments and therefore also has occupancy rights with socially acceptable rent.

Before the main and finance committee approved the guidelines for the allocation of apartments for social senior living, Mayor Dieter Kugler went into more detail about the three categories of apartments that are being built here: Seven apartments are being built with state support, which are only available to people with a residence permit of the respective income levels 1 to 3 are reserved. An income-oriented subsidy (EOF), which is dependent on income and application, can only be requested from the district office for these apartments. The EOF is an ongoing grant to help reduce the cost of housing for tenants of social housing that was established in the income-based funding model.

In addition to the eight apartments that the municipality allocates to senior citizens from a social point of view, five further apartments are being created, which are freely financed and given to eligible applicants at the customary local rent - 14.50 euros per square meter.

As building manager Patrick Westermayr explained, the municipality is basically free when it comes to the allocation of apartments. However, it will be based on the agreed guidelines. Of course, the defined point system does not apply to freely financed apartments.

The following criteria were set for the apartments supported by the municipality:

Only people who have their sole place of residence in the municipality of Röhrmoos or who have had their main residence in the municipality for at least five years without interruption in the past, or who can demonstrate a coherent, at least ten-year full-time occupation in the municipality area are eligible.

Anyone who has their own child who has lived in the municipality with their main residence for at least five years also belongs to the group of eligible applicants.

However, the municipality assumes that the applicant has reached the age of 60 and that he will not exceed income level III set in the housing subsidy provisions 2012 by more than 50 percent.

The maximum gross income may not exceed 33,900 euros for a one-person household and 51,750 euros for a two-person household.

In addition, the applicant must not have residential property, a plot of land that is ready for construction, or a usufructuary right. The same applies to the partner.

Even applicants with high savings, capital investments or securities have no chance of getting a housing funded by the municipality. The exemption limit for a one-person household is 90,000 euros, for a two-person household 180,000 euros.

In terms of location, the point system stipulates that two points, maximum 20 points, are awarded per calendar year.

Regarding the need for long-term care / disability with household membership, it is stipulated that there are three points for a severe disability from 50 percent and five points from 80 percent.

Of course, pensions, pensions, supplementary pensions, foreign pensions, earned income, lease interest, life insurance payments and other income are taken into account when assessing income.

The maximum number of points 15 applies to a one-person household with a maximum annual income of 15,000 euros. For two-person households, it is 30,000 euros. If there is a tie among the applicants, the lottery decides who gets the apartment.

Andreas Humbs (Greens) found that social engagement in clubs is not considered at all in the guidelines. The mayor said: "We do not want discrimination against very old people who no longer want to volunteer." "I agree with that," said Sabine Decker (SPD).

Although the unanimous decision was only a recommendation for the municipal council, the senior citizen commissioner Burkhard Haneke (CSU) asked that prospective tenants be included in the list of applicants in the town hall. Application documents are available here.
