But his topics of the three-hour meeting were almost all about the committee itself - new software, a new application procedure, new attendance fees and two additional deputies for Mayor Lorenz Angermaier (FWG / Citizens List Kirchasch).

At the very beginning, Sabine Huber (CSU) started another attempt on behalf of her party to clarify the new mayor's service allowance. But he immediately waved it off, and administration manager Heinz Schoder referred to the recommendation of the Bavarian Community Day not to discuss such topics in public. Except for the three CSU councils, the committee approved this path.

CSU advocates paper solution

The discussion about the new Council information system SessionNet and the optional additional software Mandatos did not go at all to the taste of the Christian socialists. Mayor Angermaier campaigned strongly for digital news and working with less paper. However, some councils could not (or did not want to) imagine this new world of meetings.

This is how Bernhard Stein (CSU) feels "so far well served and informed with the paper solution", party colleague Franz Auer attaches importance to "not losing sight of possible maintenance costs", Peter Brenninger (Citizens List Kirchasch) and Annelie Hinterwimmer (FWG) wish a slow transition from paper to computer, "above all we still want the invitation to the meetings as a letter".

"Almost everyone has a tablet or a laptop"

Of course, some also encounter the additional costs. Because the one-time license fee for SessionNet is around 4000 euros or 72 euros per month. In connection with Mandatos, a software that has been expanded to include many functions, the costs are around EUR 7100 or EUR 100 per month. In addition, the use of private hardware is of course necessary - "but almost everyone has a tablet or laptop," argued Angermaier, "and the system simply learns". Nevertheless, he still had to look into many skeptical faces until Walter John (Grünbacher List) called for encouragement: “I am by no means feeling too old for this change. We cannot shut ourselves off from the future and we would then have everything in one castle. ”

Attendance fees are increased by ten euros

The vote after almost an hour was 13 against three CSU votes for SessionNet, and the additional acquisition of Mandatos was clearly supported with 12: 4 votes. As for the private purchase of a device, Mayor Angermaier also had an idea: "If everyone extrapolates their attendance fee for the six years of an election period, they can use it to pay for a simple tablet." And with that another lengthy argument started.

Because it was necessary to determine the amount of compensation for members of the local council and committee and - following a proposal from Stein - also for speakers. The community leader spoke for a little more money than before, wanted a uniform sum for all activities. When the committee had agreed on an increase from 25 to 35 euros, some wanted to approve another five euros for the members of the construction committee, owing to the increased expenditure of time. An allowance of EUR 50 per year was proposed for speakers.

Two deputies for the mayor

With this internal fee table, the local council was able to make friends and agreed. Likewise, the sum for the City Hall boss was increased to 15,000 euros in order to be able to make quick decisions without the approval of the committee. In the event of waiver, cancellation, deferral or suspension of execution, he can immediately dispose of 4000 euros each.

A further application from Huber, on the other hand, needed more explanation: You and your party want an application to be dealt with within three meetings at the latest "so that it does not disappear in a drawer". Neither the mayor nor the head of administration could remember such a case from the past, but then, like the rest of the town council, agreed to the proposal. Ultimately, Stein and Edeltraud Kaiser (FWG) were elected as further representatives of Angermaier and his deputy Thomas Fisch (FWG).
