Today, the Ministry of Higher Education and Scientific Research issued executive instructions for the provisions of Decree No. 25 of 2020 to allow exhaustive stage students to apply for registration opportunities specified in Decree No. 250 of 2006 to register again in their colleges and an exceptional general grant for students who qualify and specialize in studies and who have exhausted master’s opportunities to apply for exams from outside the university An additional Gregorian year for Master's and PhD students enrolled in the thesis stage before 1-3-2019.

According to the instructions that Sana received a copy of, he takes advantage of the provisions of Article 103 of the executive regulations of the Universities Organizing Law, the exhausted student in the leave period starting from the academic year 2010-2011 until the date of 28/5-2020 and the student who is exhausted after the date of 28/5-2020.

The retention period included students who benefit from the provisions of Article 103 of the executive regulations in colleges where the study period is four years, colleges where the study period is five years, as well as colleges with six years.

The instructions also included the registration dates for the exhausted student before the issuance of Decree No. 125 where the student is entitled to register in the second semester of the academic year 2019-2020 no later than 25-6-2020 and is required to work from the date of this decision, as well as the student who wishes to register after the academic year 2019-2020 - He must register on the specified dates to register new students in universities, not later than 15-9-2022.

The instructions included the registration dates for the exhausted student after the issuance of Decree No. 125 where the exhausted student is entitled to register directly in the second semester of the academic year in which he was exhausted within a period not exceeding two weeks from the beginning of the second semester and is required to work from the beginning of this semester as well as in the academic year that follows The year of its exhaustion in the specified dates for new students, indicating that the student who is exhausted at the end of the academic year is registered at the beginning of the academic year that follows the year of its exhaustion in the specified dates for new students.

According to the instructions, the registered student does not benefit according to the provisions of Article 103 of the executive regulations of the Law on Universities Regulation to reduce university fees, whatever the method of admission to the university previously. Also, the student who benefits from the provisions of Article 103 may not change his registration, and transfer may not take place until one year after its registration in his college. In accordance with the provisions of this decision, the transfer takes place according to the approved principles in this regard.

With regard to the fees for the students of the leave stage, the student covered by the provisions of this decision shall be paid, such as the fee specified for admitted students according to the comparison of parallel education for students admitted according to the general comparison and twice the fee specified for parallel education for Syrian students admitted according to the comparison of parallel education and twice the fee specified for the non-resident Syrian for students Syrians admitted according to the non-resident Syrian preference and double the fee specified for Arab and foreign students admitted according to the Arab and foreign students' preference for non-Syrian students.

According to the instructions, also the student of the preparatory year for medical colleges who did not rise to the second year after the passage of two years at the most of his presence in the preparatory year has the right to change his registration according to the approved principles in changing the registration according to the specified fees “general, parallel or Syrian non-resident or Arabs and foreigners” and if Exhausted in the college to which he is not registered, benefiting from the provisions of Article 103 of the executive regulations.

With regard to military students covered by the provisions of Decree 69 of 2019 and did not apply to the courses conferred upon them, a student can benefit from the provisions of Article 103 before completing the mandatory or reserve knowledge service in accordance with the provisions of this decision or benefit from the provisions of Decree 69 of 2019 after completing the science service and in the event of changing his status He became a regular student treated by university fees for the treatment of students admitted to the general preference without regard to his previous admission, “a parallel Syrian non-resident year”. In case his situation did not change and he continued to be exhausted or his status became regular and then exhausted, then the provisions of Article 103 of the executive regulations and the provisions of this decision shall apply to him.

According to the instructions, the student who benefits from the provisions of Article 103 of the executive regulations is registered by a decision of the College Council.

The provisions of Article 103 of the executive regulations shall benefit the student who has been exhausted before the date of 28/5-2020, whose registration has been crossed out starting from the second semester of the academic year 2018-2019, while the exhausted student whose registration has been canceled since the academic year 2010-2011 until before the beginning of the second semester of the year Academic 2018-2019, he has the right to submit an application to the Ministry of Student Affairs in the Ministry in which he expresses his desire to benefit from the provisions of Article 103 of the executive regulations, taking into account that his registration is canceled if he is enrolled in “private, open or virtual” education based on the previous study at the university The government does not have the right to return to "private, open or virtual" education, and does not benefit from the equivalence of any course taught in "private, open or virtual" education after his enrollment in the public university was canceled.

According to the instructions, the student covered by the provisions of this decision retains his marks in the work of the year, practical tests, seminars or whatever is similar to it. The student who wishes to return it again may express his desire to do so in writing to his college during the dates determined by the college.

For students of qualification and specialization studies, students who are in the diploma or master’s degree who have exhausted opportunities to apply for exams in the academic year 2019-2020 are exceptional academic years in the academic year 2020-2021 and their registration dates are determined according to the specific dates for students of qualification and specialization studies in the school year 2020- 2021.

Students covered by the provisions of this decree who wish to re-repeat the work of the year, practical exams, seminars, or the like, may express their desire to do so in writing to their colleges during the dates determined by the colleges, and students apply to exams in accordance with the regulations in force in their colleges. The student benefits from the provisions of Decree No. 125 if he does not actually participate in the exams.

For postgraduate students, students of years of studies in the Master of Graduate Studies who have exhausted opportunities to apply for exams in the 2019-2020 academic year are granted an exceptional academic year in the 2020-2021 academic year.

Registration dates for the exceptional year are determined according to the deadlines set for graduate students in the academic year 2020-2021 and the student is required to adopt the approved decisions and return the courses that fail in them according to the approved curriculum for new students admitted in the academic year 2020-2021 and the student is not considered to benefit from the provisions of Decree No. 125 if he does not apply Actually for exams, graduate students in the canceled grades do not benefit from the provisions of this article.

For students of the thesis stage in the Master and Doctorate degrees, every student registered in the thesis is granted before the date of 3/31-2019 - whatever his status is, “whether it is in the basic stage, extension, suspension of registration, or the period given to him according to the previous decrees” Gregorian year in addition to the specified periods It has in force laws and regulations.

With regard to university fees for students of qualification and specialization studies and years of postgraduate courses, the student pays a fee equivalent to the fee specified for the admitted student according to the parallel education comparison for the accepted student according to the general education comparison and a fee equal to twice the fee specified for the accepted student according to the parallel education comparison for the Syrian student and for me The fee specified for the accepted student according to the Arabs and foreigners' preference in relation to the non-Syrian student.
