Guo Rongkeng, a member of the Citizens Party's legal profession, agreed with Li Guoneng that legislation must be in accordance with the principles of common law and must not violate the basic human rights of Hong Kong people.
The Secretary for Justice Zheng Ruohua said recently that criminal law generally does not have a retrospective period in order to comply with human rights law and international practice, but it means "of course there are exceptions to everything." Guo Rongkeng believes that the relevant statements will cause Hong Kong people to question, for example, whether millions of people have participated in the march, or have made relevant remarks on social media, whether they have the opportunity to be prosecuted.
Guo Rongkeng also pointed out that as an international city in Hong Kong, parliamentarians often meet with foreign scholars, journalists and officials to discuss the situation of Hong Kong. Does the legislation mean that the relevant behavior can no longer be continued, and Hong Kong is no longer an international city.
