The agreement was signed by the Director of the Treasury, Huang Chengxi, on behalf of the government. The Financial Secretary Chen Maobo, the Secretary for Financial Affairs and the Treasury Xu Zhengyu and the Hong Kong Monetary Authority President Yu Weiwen witnessed the signing ceremony.
Chen Maobo said at the signing ceremony: "I am very grateful to the participating banks for assisting the government to promote the publicity program, allowing eligible citizens to register and collect $10,000 in a convenient, fast and secure way. The 21 banks that signed the service agreement (see list) will provide an electronic registration platform for the cash distribution plan. Eligible citizens who want to receive payments directly from their personal bank accounts can register through the relevant bank's website or online financial services. This is the fastest way to collect money. Members of the public may also submit written registration forms to the relevant banks.
Chen Maobo said that the preparatory work for the cash issuance plan has entered the final stage, and it is expected to start accepting registration at the end of June, and the payment will begin in July.
The Financial Secretary announced in the 2020-21 Budget that every permanent Hong Kong resident aged 18 or above will be granted 10,000 yuan to encourage local consumption and ease the economic pressure on the public. The government will announce to the public as soon as possible the methods of registration and payment and other details.
