The application stated that the HKEAA should only consider the relevant policies before making a decision, and should not ignore political factors. The applicant also pointed out that according to Cai Chichang, the former secretary of the HKEAA, there is an established mechanism for canceling test questions, but this time the HKEAA did not follow the relevant procedures. In addition, more than 5,200 candidates took part in this year's DES history exam, and the cancellation of the test questions affected them. Applicants believe that this method is unfair for the HKEAA to estimate the possible scores of candidates after canceling the test questions in two ways.

Thinks that the Bureau decided to violate the Basic Law

The applicant further stated that the Bureau decided to violate the academic freedoms guaranteed by Articles 34 and 137 of the Basic Law. For the HKEAA, the question questions are not comprehensive.
