Luo Huining also pointed out that the Third Session of the 13th National People's Congress passed the "Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanism of the Hong Kong Special Administrative Region to Maintain National Security", which is a milestone in Hong Kong's "one country, two systems" practice. He said that in the process of safeguarding national security legislation for Hong Kong at the national level, the Standing Committee of the National People's Congress attaches great importance to listening to the opinions of all sectors of Hong Kong society. The deputies to the National People’s Congress and the CPPCC National Committee members in Hong Kong are representatives of Hong Kong society and shoulder the responsibility of safeguarding the rule of law and reflecting public opinion.

The Liaison Office said that the representatives and members who participated in the symposium expressed their opinions in good faith and agreed that without national security, there would be no high degree of autonomy, prosperity and stability in Hong Kong, and establish and improve the legal system and enforcement mechanism of the Hong Kong Special Administrative Region to safeguard national security. It is urgent and imperative. Luo Huining pointed out that the opinions of the representatives and members expressed the expectations of the majority of Hong Kong people, and conveyed support for Hong Kong-related national security legislation. In his speech, he put forward many constructive opinions on Hong Kong-related national security legislation. After the meeting, the Liaison Office will forward the opinions and suggestions put forward by the representatives and members, together with all the written comments received, to the relevant departments of the NPC Standing Committee.
