He pointed out that the Chief Secretary for Administration, Zhang Jianzong, has the right to gather in a group if it is in the public interest of Hong Kong. Under the circumstances, the restraining order can be revoked, and Zhang Jianzong is called upon to approve the application of the FDD in June.
