Covid-19: creation in Lyon of an association of “victims” requesting compensation

The association called "Avaic19" and founded by a municipal candidate in the suburbs of Lyon criticizes, among other things, the authorities for maintaining the first round and the absence of masks.


An association of patients of Covid-19, carried by a municipal candidate who saw her team decimated by the epidemic, was to be formed this Wednesday in Lyon to claim the creation of a compensation fund.

“I think we are the first in France to form an association of this kind. Its objective: to advise and defend the victims of the Covid-19 and to obtain compensation for the damage ” , explained to AFP Me Hervé Banbanaste. The Association of victims for assistance and compensation of Covid-19 (Avaic19) will therefore be born on Wednesday afternoon after a constitutive general assembly. For the time being, lawyers Hervé Bandanaste and Yves Hartemann are preparing around twenty complaints and are looking for possible additional complainants.

It all started with a municipal candidate in Saint-Fons, a suburb of Lyon. After campaigning and touring the polling stations in the first round, she learned that some 20 people on her list or activists had been sick. And at least two of his activists have died, said AFP Chafia Zehmoul, who herself contracted the virus.

Large investigation launched

"What I blame the authorities for: the absence of masks, the maintenance of the first round ... At the beginning, I felt responsible and it was very hard for me but, today, I tell myself that I don't I'm not the only one to have experienced this and some need administrative support " that this association will offer," she explains. In a ballot marked by massive abstention, the list led by Ms. Zehmoul came in fourth position after the first round, with 10.74% of the vote.

On Tuesday, the Paris prosecutor's office announced the opening of a vast preliminary investigation into the criticized management of the Covid-19 crisis in France, targeting in particular the heads of “involuntary homicides” or “endangering the life of others ”. This investigation is the first judicial response to around 40 complaints, more or less detailed, received by the Paris public prosecutor's office during confinement. They were filed by relatives of victims, professional organizations or, in a “ petition process” , via standard complaints published on the website plaintecovid.fr.
