Causeway Bay is one of the areas where anti-amendment incident exhibitions are held. At 8:15 pm, police officers raised blue flags outside the Swan Kwong Department Store in Causeway Bay several times to warn people to leave and pulled up the cordon. Afterwards, the police uniformed at least one person outside Zuoguang Department Store and then proceeded on East Point Road. At least two people outside the World Trade Center caused dissatisfaction among the people present and accused the police officers. The nearby shopping mall immediately closed.

At 8:35, the police raised the blue flag again on the East Point Road towards the World Trade Center. Xu Zhifeng, a member of the Democratic Legislative Council, loudly appealed to police officers not to provoke public sentiment and remain calm and restrained. The police warned him not to provoke public sentiment at the scene. But Xu continued to use the loud voice to appeal to the police. Afterwards, Xu Zhifeng was taken to the police cordon by the riot police, and was searched and interrogated in the back lane of Kimberly Plaza for about 5 minutes before being released.

After being released, Xu Zhifeng explained the situation to the media. Xu pointed out that he had just performed his duties as a parliamentarian and handled complaints from the public. He claimed that the police demanded the confiscation of his loudspeaker. While Xu Zhifeng explained to reporters the incident, a police officer approached him and said that he was formally arrested. Afterwards, Xu Zhifeng was tied up with his hands and sat on the ground floor of Kimberly-Clark shopping mall.
