Against the backdrop of domestic violence and against women, a ministerial committee on legislative matters will be debated next week in the Bill to Prevent Violence through Electronic Monitoring.

At present, a violent person and the restrictions imposed on him in court cannot be monitored. If the law is approved, violent men issued a restraining order against them will be required to carry an electronic handcuff.

In the explanatory notes to the law, MK Barak initiated by the Likud, it is noted that the procedure already exists in Europe and the US and is considered effective. In addition, in view of the multiplicity of domestic violence, there is a need to create a real deterrent among violent men and to ensure that the judgments are upheld, as quite a few of them are reluctant to violate the orders.

On offer, both the violent man and the woman receive an electronic device. The man will wear the bracelet based on JFS technology. As soon as the man violates the exclusion radius set in court, both the woman and the team of doctors will be alerted.

The bill states that while the solution violates the supervised person's choices, this will be done solely for the benefit of the removal orders as determined by the court.

In Israel, there are estimated to be more than 200,000 battered women and half a million children who witness violence. As a result of the Corona crisis, the dimensions of the phenomenon intensified and with it the necessity to work towards an immediate solution.

The state's solutions for protecting women in danger are limited - these are mainly women's shelters. A woman entering a shelter is forced to interrupt her routine, to leave her home and work, sometimes with her young children and in financial distress.

Speaking on the bill, MK Barak said yesterday that this is another necessary and important step in ensuring the lives of victims of domestic violence. The time order calls us as a company to act and eradicate this phenomenon. "
