However, the member states stressed that the rules should be very clear, since health remains a national and not a Community competence. " We have been given a clear political mandate to move forward with our strategy, " said Health Commissioner Stella Kyriakides during a press conference following the ministers' meeting.

In its proposal presented to ministers on Friday and which will be made public next Wednesday, the Commission suggests setting up advance purchase contracts. When the laboratories are trying to find a vaccine in record time - twelve to 18 months, compared to several years in normal times - these advances on payment would allow them to invest in production capacities, whereas clinical trials on the humans are not yet finalized.

A risk taken in investments

This commitment would give member states the right to buy a certain number of doses at a certain price once the vaccine is available, in return for the risk taken in terms of investments. The Commission is ready to use some 2.4 billion euros available in the emergency aid instrument released during the crisis to insure these contracts.

" We must act quickly and invest " in the development of vaccines " to ensure that they are produced at the required scale as soon as possible, " said Stella Kyriakides. Brussels already started discussions with vaccine manufacturers "a few weeks ago ", said the Cypriot, without wanting to give more details. These are laboratories with production capacities in Europe and which have started clinical trials.

" In particular, many delegations stressed the importance of ensuring transparency in connection with negotiations, the use of funds and the distribution of safe vaccines, once available ", as well as the " equitable distribution " of interstate vaccines, the statement said. For its part, the Spanish Minister of Health Salvador Illa pleaded for this distribution to take into account the epidemiological situation of each country ", according to a separate press release.
