"One Brother" leads the department depending on the regulations
According to Li Jiachao's earlier statement, the new department will be headed by Deng Bingqiang, the Commissioner of Police. It will have intelligence gathering, investigation, and training functions, and will be ready for operation on the first day of passing the law. The Security Bureau later stated that the Force plans to set up a task force on relevant law enforcement matters, with the number of personnel set as required.
Li Jiachao said on the show today that law enforcement does not necessarily mean an arrest on the first day of the regulations. The new organization is set up to fulfill legal responsibilities, which is also part of the decision of the National People's Congress. He mentioned that the newly established team must be professionalized in the future in order to enhance the effectiveness of the department. At the same time, relevant legal experts will be arranged to provide support. Other disciplined forces can also help to a certain extent, because different forces have their own counter-terrorism experience, but the overall force is the police force.
As for the actual manpower of the dedicated team, Li Jiachao said that it depends on the requirements of the regulations. The members of the team must have strong analytical skills, insight, and pass character checks, including loyalty to Hong Kong, compliance with confidentiality principles, and maintenance. The views and concepts of national security meet the requirements of the authorities. He emphasized that the opponents to be dealt with by the newly established organization may be very smart, masters, and good at hiding actions.
When it comes to expanding the establishment, it naturally involves applying for funding from the Legislative Council. When asked whether he had assessed the difficulty of applying for funding, Li Jiachao said that different people in the society would have no opinion and it would be normal for the new organization to want to know more. The government will try to explain to all sectors of society, including the media. He believes that the National Security Law has been ordered in law and should be supported in principle in order to ensure the stability of Hong Kong.
