In May 2015, former counsel Yehuda Weinstein announced his decision to close the investigation case against Mandelblit, writing in his opinion that he believes "it is appropriate to adopt the State Attorney's recommendation and steal the case for the reasons set out in his opinion." Nitzan's opinion has disappeared from the debate, but it is now clear that a few months before, Nitzan sent an email to Levinstein through his assistant Hagai Roche, in which he claimed: "After reading and carefully considering all the material, I insisted that there should be no fault of guilt."

When the case was closed, Mandelblit approached Weinstein in an attempt to change the cause of closure. Weinstein offered him an appeal, but Mendelblit, prior to his appointment as adviser, chose not to publicly disclose the cause of closure. By this time, the Supreme Court had already trained Mandelblit, and he was beginning to act as Attorney General.

A few months later, Mandelblit's lawyer Jacques Chen approached Nitzan, who was subordinate to Mandelblit, seeking to file the case on grounds of guilt. "We would like to instruct the Israeli police to shelve the investigation file on grounds of guilt," Chen wrote. After many discussions at Nitzan, he replied graciously that he could not decide on this issue.
