Police urge citizens not to participate in unauthorized assembly

Police said in a Facebook post that they noticed that someone had applied to hold public meetings and processions on Hong Kong Island this (16th) afternoon. After a risk assessment, the police believed that the high-risk activities involving public gatherings and processions were crowded. In order to maintain public order, public safety and protect the rights and freedoms of others, the police have previously prohibited the relevant public assembly and opposed the relevant public procession.

The police reiterated that unauthorized assembly has the opportunity to violate the "Participation in Unauthorized Assembly" under the "Public Security Ordinance" and can be sentenced to up to 5 years in prison once convicted. In addition, the relevant behavior will increase the risk of the virus spreading in the community and may violate the related crimes of conducting prohibited group aggregation as prescribed in the Prevention and Control of Diseases (Prohibition of Group Aggregation) Regulation.

Police: Decisive law enforcement including arrests in response to the scene

The police predict that such unauthorized assembly and confinement of groups will most likely cause serious blockages on Hong Kong Island roads and hinder emergency rescue services. The police will take corresponding temporary diversions and road control measures according to the road surface conditions. The police made an appeal in this regard. Road users should pay attention to emergencies in various areas and avoid going to the affected areas. Drivers should also follow the instructions of the police officers present and drive vehicles away from dangerous places.

The police emphasized that during the severe period of the epidemic, any group gathering may increase the risk of spreading the virus, and urged the public not to participate in any unauthorized assembly and banned group gathering. The police will not tolerate any illegal behavior and will resolutely enforce the law in accordance with the situation on the spot, including arrest.
