Haifa District Court accepted the state's position, stating that it will enter into force a ban on use of the "Alabour" restaurant in Umm al-Fahm, which operates contrary to the law in a declared historic building for preservation. Built in the 19th century and formerly used as a flour mill.

The District Court of Justice (Sas. Nassar Jahshan) stated in the decision that "Applicants were given a number of lengths, and despite their statements that there were prerequisites, it turned out not to do so and it is fearful that the applicants have taken advantage of these lengths since time and time again they do not comply. The prerequisites that will allow a hearing to be used in a stepwise manner. "
