The Citizens' Convention identifies the improvement in the energy performance of buildings as "an essential source of greenhouse gas reduction" . 20 million homes are to be renovated globally (roof, insulation, window, heating and mechanical ventilation) by 2030. The ambition of the working group is to triple the pace of renovations. To achieve this, it no longer offers to encourage but to force owners to renovate their accommodation in order to achieve the best possible level of energy performance. Aware of the difficulties that this obligation would cause for the middle classes and low-income households, the Convention proposes, "in the interests of social justice" , a system of financial assistance.
The state will have to insulate all of its heated buildings by 2040. The report also proposes a vast energy saving plan with controls and sanctions, including a ban on heating outdoor spaces
