"An envelope of 425 million euros to help Ile-de-France transport"

2020-06-20T23:55:32.039Z

Laurent Saint-Martin, rapporteur of the finance law to the Assembly and deputy of Val-de-Marne, will propose by way of amendment, this aid

The 3rd bill to amend the finance law is to be presented to the National Assembly on Tuesday. Laurent Saint-Martin, General rapporteur of the finance committee and deputy (LREM) of Val-de-Marne, offers financial aid to Ile-de-France Mobilités. With the health crisis, the latter estimated its losses at 2.6 billion euros and requests compensation from the State.

Does the amending finance law provide for assistance to Ile-de-France transport as requested by Valérie Pécresse, president of Ile-de-France Mobilités? Yes, with the adoption of an amendment that I will present to the National Assembly with my majority colleagues in Ile-de-France. And I want to make it clear that I agree with Valérie Pécresse when she says that transport in Ile-de-France is not a political subject but of general interest. Users should not be the ones paying the final bill. So I wanted to make sure, with this text, that the State has indeed guaranteed tax losses.

What do you propose ? An envelope of 425 million euros, paid in the form of a deposit immediately after the adoption of the law. This is a very large sum, when we compare it to the amount spent on all the other authorities organizing mobility in the country.

Do you think that will be enough? The mobility payment (formerly transport payment, Editor's note) depends on the payroll, it will vary depending on the recovery and economic recovery. These 425 million euros will therefore initially allow IDFM to pay the monthly payments to RATP and SNCF until October. I thus ensure that operators can maintain daily transport and continue to invest. Then, we will meet again at the end of the year. Depending on the economic situation, we can adjust the amount up or down.

However, this amount remains well below the 2.6 billion requested by Valérie Pécresse… We are acting urgently to help IDFM get through the coming months. But do not hesitate to proceed in stages. And I remind you that this is new! The State - and all taxpayers - will support transport in Ile-de-France. It will also be an opportunity for Valérie Pécresse, to explain IDFM's priorities and roadmap in the current context.

The state will pay 5 billion to the automotive sector, 7 billion to the air. Why not give more to everyday transportation? These are not the same tools. For the automobile and the air, these are loans that the State offers. Here it is compensation.

In your opinion, this amount will therefore not increase the Navigo pass? This is precisely the objective we are aiming for, so that the user does not have to pay for the crisis. This will be enough to deal with the emergency. Again, the amending law will not be the only tool. It should not be made into a political figures war.

For Ile-de-France Mobilités, the account is not there

“This will not be enough, we sigh in the entourage of Valérie Pécresse, the president LR. How do we go from 425 million euros to 2.6 billion? For the moment, we cannot pay the RATP and the SNCF from July ”.

IDFM has already warned that it will soon be in default. She estimated her financial hole at 2.6 billion euros. However, the revenues that the regulatory authority for transport in Ile-de-France receives from the mobility payment (paid each month by companies with more than 11 employees) and from the sale of tickets are paid to RATP and SNCF, for the operation, modernization or construction of lines.

The sector is mobilizing to claim state aid. Latest, train builders. The bosses of Alstom, Bombardier or Caf, called, Friday, in an opening letter published on the Tribune.fr, to "a massive support plan to continue investments" and save "hundreds of thousands of jobs they mobilize ”. Transport users had picked up the pen the previous week to ask for "a rescue plan".
