The European Parliament passed the bill on June 19 in large numbers. If China implements the Hong Kong version of the National Security Law, the EU should go to the International Court of Justice in The Hague and use economic methods to dissuade Beijing.

The European Parliament voted 565 in favor, 34 against, and 62 abstentions. Most of them passed a protest against the Hong Kong version of the National Security Law. Once the Hong Kong version of the National Security Law came into effect, the European Union could accuse China of violating the Sino-British Joint Declaration and International Covenant on Civil and Political Rights. Many European countries, Australia and the United States believe that the Hong Kong version of the National Security Law will undermine the autonomy enjoyed by Hong Kong under one country, two systems.

The bill also requires the Hong Kong government to withdraw the prosecution of the democrats and peaceful participation in the demonstrations, and hopes that the United Nations can appoint a special envoy to focus on dealing with Hong Kong issues.

Although the bill is not binding, it can be seen as a strong political message to China.

The European Parliament calls on the members of the European Council and the European Union’s high-level foreign and security policy representative Josep Borrell to give priority to the issue of the Hong Kong version of the national security law when they hold a video conference of Chinese and European leaders with Chinese Premier Li Keqiang on the 22nd Discuss matters, and raise the issue of human rights in Xinjiang Uyghur.
