North Korea to launch millions of leaflets to the South

North Korea has prepared millions of leaflets that it is about to drop on South Korea to respond to shipments of hostile leaflets on its own territory, the official KCNA news agency said on Monday. The leaflets will be sent to South Korea using thousands of balloons, the agency said. Pyongyang announced on Saturday that North Korea is beginning to prepare a major campaign of hostile leaflets in Seoul, after having repeatedly vehemently protested against the sending of hostile leaflets from South Korean territory.

It is North Korean defectors from the South who regularly send such leaflets, in which they attack North Korean leader Kim Jong Un and denounce human rights violations and the nuclear programs of Pyongyang. These anti-North messages are usually attached to balloons or contained in bottles.

North Korea is poised to respond massively, KCNA said on Monday. "Preparations for the largest distribution of leaflets ever against the enemy are nearing completion," said the official agency. "Publishing and printing companies at all levels in the capital have produced 12 million leaflets of all kinds that reflect the anger and hatred of the people," according to KCNA. More than "3,000 balloons of various types capable of dispersing leaflets deep into the depths of North Korea have been prepared," said KCNA, which also mentions other unspecified means of dissemination. "The time for punishment is approaching," warns the North Korean agency.

Inter-Korean relations have been frozen for months after the failure in 2019 of a summit in Hanoi between Kim and President of the United States Donald Trump. This failure had been caused by the disagreement between the two parties on the concessions that North Korea should make to alleviate the heavy international sanctions which weigh on it because of its nuclear and ballistic programs prohibited by the United Nations.

South Korean President Moon Jae-in had mediated the establishment of a dialogue between Pyongyang and Washington. But North Korea is now blaming it for not persuading the Americans to ease the sanctions. North Korea has just expressed its dissatisfaction in a spectacular way by destroying with explosives on Tuesday the inter-Korean liaison office which had been built on the North Korean side of the border, symbol of the unprecedented detente which had then occurred between the two countries. Pyongyang also threatened to strengthen its military structure along the border.
