The Independent Commission Against Corruption today (22) sued a former foreman of a cleaning company, accusing her of allegedly defrauding a commercial building tenant and paying a total of 22,000 yuan for cleaning services. The defendant, Cai Fuxing (age 60), a former cleaner of Fortune Service Co., Ltd. (Fortune), was charged with one count of fraud, violating section 16A of the Theft Ordinance.

The defendant worked as a cleaning plumber at Shiyun at the time of the incident. The company is a cleaning service contractor at the Carrefour, a commercial building in Mong Kok. According to the cleaning service agreement, Fortune is only responsible for providing cleaning services to public places and some offices of Kellogg Place.

The defendant is responsible for supervising the services provided by Kellogg Place and assigning work to cleaners. Tenants not covered by the above agreement can obtain a quote from Shiyun through the defendant to hire the company to provide cleaning services.

The charge accused the defendant of allegedly pretending to a tenant in Jialefang from May 8, 2019 to March 7, 2019 that a cleaning worker supervised by her was sent to the tenant by Fortune The office provides cleaning services and intends to defraud the tenant to pay the defendant a total of 22,000 yuan for cleaning services, which results in the defendant gaining benefits or the tenant being disadvantaged.

The ICAC received a corruption complaint earlier, and after the investigation revealed the alleged crime. Fortune and the tenant provided full assistance during the ICAC investigation of the case. The defendant has been granted bail by the ICAC to wait for the hearing on Wednesday.
