However, Tian Beichen, a deputy to the National People’s Congress of the Minato District and a member of the Legislative Council, said that as far as he knows, the Guoan case will have a jury under certain circumstances. If there is no jury, three judges will try the case.

After seeing the media after the meeting, Tang Yingnian stated that the Hong Kong Friendship Association will unswervingly support the establishment of the National Security Law. Tang Yingnian said that no specific provisions will be introduced until the closing of the Standing Committee of the National People's Congress. There was no specific content at the meeting just now. He also revealed that if the National Security Agency finds a very serious case, even if the case is handed over to the Mainland, the maximum penalty is only life imprisonment, no death penalty, and is in line with Hong Kong.
Lin Shuyi, honorary chairman of the Federation of Trade Unions, said that the National Security Law will have no retrospective effect, and she believes that the content of the National Security Law is lax.
Tan Zhiyuan, Kwong Meiyun, Chen Xiaofeng and other representatives of the National People's Congress of Minato District attended the meeting. Wu Jiezhuang, Lu Rui'an, Liu Bingzhang, Hu Hanqing, Cai Suyu, Tan Jinqiu and other members of the CPPCC National Committee also attended the meeting.
