The casting is almost finished. Anne Hidalgo is perfecting her new executive. His deputies will be appointed by the outgoing mayor after his re-election by the 163 councilors of Paris, during the first session of the mandate scheduled for Friday morning.

Anne Hidalgo started to prepare her future team before the second round but since Sunday, the discussions have accelerated. And the cast turns to the puzzle in this last straight line.

“It is an exercise with high stakes. It is necessary to take into account political balances, find the right profiles, respect parity and make renewal, ”says one in his entourage.

Anne Hidalgo continues to consult with each other. “Discussions are informal with those who accompanied her in the first term. She sends text messages, makes phone calls, or even brings up the subject when you meet her in the halls of the town hall. With partners, discussions are more formal and usually take place in his office. It is his director of cabinet who is responsible for receiving new members who are called upon to join his executive, ”says a former elected official.

An enlarged executive

Anne Hidalgo wants a "slightly" enlarged executive. There was no question of leaving with a tight executive of 21 assistants instead of 36 (under Bertrand Delanoë) as in 2014. "We were left exhausted from this beginning of mandate," recalls an assistant. Anne Hidalgo had also taken advantage of the July 2015 reshuffle to add to her team.

"For this new mandate, she wants the deputies to be able to be in close proximity to all the actors concerned, which requires narrowing the field of each delegation," says one of those around her.

If there are still gray areas in the picture, the future “government” of the mayor of Paris is not far from complete, although movements may still occur until Thursday evening.

The only certainty is that Anne Hidalgo has announced several times that she will once again entrust the post of first assistant to Emmanuel Grégoire. The mayor of Paris had called on him to replace at short notice his former right arm, Bruno Julliard, who left by slamming the door in September 2018. Sent on all fronts, Emmanuel Grégoire was one of the cornerstones of the campaign municipal. It would also inherit the planning portfolio.

Heavy goods vehicles leaving

Almost all the old heavyweights should also leave. Ian Brossat, the very media assistant (PCF) in charge of housing, would keep his delegation and would probably be responsible, in addition, for the management of refugees.

Dominique Versini, too, would keep the social aspect but the outline of his future delegation will be more limited. Patrick Bloche (PS) would take over school affairs and the organization of the Paris Council, Christophe Girard, culture and Afaf Gabelotaud employment and would also have economic development.

Other faithful should be entrusted with new delegations. This is the case of Christophe Najdovski. The ex-great manitou of transport would take care of green spaces and the socialist Colombes Brossel of cleanliness.

Discussions continue with environmentalists

Environmentalists, meanwhile, should land 5 assistant positions, including the hyper-strategic delegation of transport, but also the social and solidarity economy. Anne Souyris (EELV) could, for her part, maintain health and also have environmental health added to it. But nothing is yet recorded. "It all depends on the district they will recover," says an elected official. The 12th or another? The choice will influence the final composition of the team.

Among the new entrants, former journalist Audrey Pulvar, spokesperson for Anne Hidalgo during the campaign, should be responsible for urban agriculture and food.

Anne Claire Boux, head of the EELV list in the 18th district, could obtain city policy. Pierre Ramadan, former rugby champion, is approached to take care of sports and the Olympics of 2024. The name of Arnaud Ngatcha, director of special operations at France televisions, and head of the list (Paris en Commun) in the 9th district, also circulates for international relations.
