The HKEAA earlier canceled a subject related to Sino-Japanese relations in the History Department of the Secondary School Diploma Examination (DSE) this year. A S6 candidate therefore submitted a judicial review. The case was renewed in advanced France today (3rd). For the HKEAA, the cancellation of test questions will not cause chilling effects. The applicant pointed out that the assessment bureau's approach was based on only one view of history, which would trigger a chilling effect. After hearing the statement, the judge adjourned his verdict at 4:30 pm and issued a verdict.

The applicant is Lu Mingran (transliteration), the respondent is the Evaluation Bureau, and the Education Bureau is the interested party.

The subject involved asked the candidates whether they agreed that "between 1900 and 1945, Japan brought more benefits than harm to China."

The applicant's lawyer Chen Ci pointed out that the assessment bureau had an established review mechanism, but the bureau did not follow the relevant procedures before canceling the test question decision. The HKEAA responded that the decision was an academic judgment, and that if the applicant was judged to win, it would be inconvenient for many candidates.

The lawyer of the Education Bureau said today that the test questions caused controversy. If the Education Bureau remained silent during the incident, the situation was not ideal. If the education bureau expresses to the assessment bureau in private, if it is discovered later, it will cause criticism from many parties.

For the HKEAA, the incident will not cause chilling effects. The applicant rebutted that the examination board's cancellation of test questions was based on only one historical perspective, which would have a relevant effect on future teaching.
