Hong Kong version of the National Security Act | Chief Executive appoints Liu Cihui as deputy director in charge of the National Security Department of the Police Force

The SAR Government announced today (3rd) that, according to the second paragraph of Article 16 of the Minato City National Security Act, Liu Cihui, who was originally the Director of the Supervision Department of the Police Force, was appointed as the Deputy Director of the Police Force (National Security) as the maintenance of the Police Force. The head of the national security department was sworn in today. Liu Cihui is the second highest-ranking policewoman in history after retiring deputy director of the Police Service Zhao Huixian. Chief Executive Lin Zhengyue expressed his belief that Liu Cihui could perform historic duties, lead the National Security Division of the Police Force, and shoulder the heavy responsibility of maintaining national security. A government spokesman also pointed out that the Hong Kong Special Administrative Region’s Committee for the Maintenance of National Security (HKSAR’s National Security Committee) will later hold its first meeting to "promote the work of maintaining national security in a comprehensive manner."

A government spokesman said that the special prosecution section set up by the Department of Justice for national security crimes was formally established. The first batch of prosecutors will be appointed by the Secretary of Justice after obtaining the approval of the National Security Committee of the Minato District. Appointment will be made later. The government will also appoint six magistrates from the current magistrates as designated judges, responsible for handling crimes against national security.

A government spokesman also stated that in accordance with Article 12 of the National Security Act of the Port Area, the National Security Committee of the Port Area was established with the Chief Executive Lin Zheng Yuee as its chairman. The members include the Chief Secretary for Administration Zhang Jianzong, the Financial Secretary Chen Maobo and the Department of Justice Zheng Ruohua, Director of the Security Bureau Li Jiachao, Director of Police Deng Bingqiang, Deputy Director (National Security) Liu Cihui, Director of the Immigration Department Jiahong Hong, Customs Commissioner Deng Yihai and Director of the Chief Executive’s Office Chen Guoji. The Secretary-General of the National Security Committee of the Minato District is concurrently served by Chen Guoji. And Luo Huining, director of the Liaison Office of the People's Republic of China, will serve as a national security adviser and will attend the National Security Committee of the Port District.

According to the police, Liu Cihui joined the Police Force in 1984. He is mainly responsible for criminal intelligence, criminal investigation, criminal policy and support, drug investigation, and commercial crime investigation. He has been responsible for human resources management and training in recent years. She assisted the Social Welfare Department in handling a large number of fraudulent CSSA cases in 2004. Before being appointed as Deputy Director (National Security), Liu Cihui served as Director of the Supervision Department of the Police.
