The Security Bureau today responded in writing to Legislative Council Member Mao Mengjing that under the Compulsory Quarantine Regulations for Certain Arrivals (Chapter 599C) and the Compulsory Quarantine Regulations for Arrivals in Foreign Areas (Chapter 599E), the Secretary for Home Affairs was removed In addition to those exempted by the Secretary under the relevant regulations, all arrivals are currently required to undergo 14-day compulsory quarantine. According to information provided by the Department of Health, a total of 209,072 exempt persons entered Hong Kong from February to May this year.
The authorities also stated that from November to May last year, there were about 13.94 million inbound visitors from the Mainland, of which 8,014 people came to Hong Kong with one-way permits (ie, "pass to Hong Kong and Macau"), mainly from Guangdong Province, with 5,130 people, accounting for 64%, as for a total of 226 people from Hubei Province, accounting for 2.8%.
In addition, from November last year to May this year, non-local graduates were admitted to Hong Kong for placement/return to Hong Kong employment arrangements, the Mainland Talent Entry Scheme, the Excellent Talent Entry Scheme, the Capital Investor Entry Scheme and the Technology Talent Entry Scheme. There are 1,656, 4,056, 530, 17 and 41 people respectively.
