The Government today (8th) submitted a document to the Legislative Council to make a proposal on the oath of civil servants. All civil servants newly recruited on or after this month must sign a document confirming their support for the Basic Law and their loyalty to the Hong Kong Special Administrative Region. The chairman of the Democratic Party, Hu Zhiwei, responded that the relevant arrangements show that the government does not even trust civil servants and believes that there will be a chilling effect. Civil servants are also deprived of their freedom to express their opinions in disguise. The Civil Party Tan Wenhao pointed out that Article 22 of the Basic Law refers to the fact that the Liaison Office is not regulated, so that the Liaison Office can intervene in Hong Kong, and the incidents that occurred later, including the use of the National Security Law to establish the director of the Liaison Office as the national security Consultants, civil servants must also be loyal to the Liaison Office in disguise.

Tan Wenhao explained that when the oath was released under Article 104 of the Basic Law, it had been stated that public officials should be required to be loyal to the People’s Republic of China and the Hong Kong Special Administrative Region, questioning any requirements of the Central Liaison Office after the oath. Being questioned is a violation of the oath, and I believe that there is a chance of immediate dismissal.

The DAB Jiang Liyun and Chen Hengbin said that they welcomed the government's decision and believed that the existing "Civil Service Code" already had similar practices. He hoped that the Civil Service Bureau could set a penalty for civil servants' violations of the oath when consulting.

Chen Hengbin believes that civil servants should support the Basic Law and allegiance to the SAR government, but he said that the oath requirements are simple and do not understand why the government has to do it in stages, which slows down the entire progress.
