Local manufacturers are suspiciously following importers, hoping to find that they did not meet the import quotas they won. In most cases, as in this case, they are disappointed to find that this is not happening. 

According to Sturnext's sales data, it appears that importers did not sell the quantities they pledged when they won the import quotas, but it was easy for them to prove that they were importing those quantities - but for various reasons they were not recorded in these sales figures. Most of them can show that they have sold, at a minimum, the quantities they have pledged. 

The thing is, this suspicious debate is going on because of quotas. A normal market should not run in quotas. Local manufacturers need and can cope with competition from abroad, and in places where the state should not directly assist the producers, who have an interest in supporting them.
