The coalition agreement stipulates that Netanyahu will be allowed to raise the sovereignty's vote even without Gantz's consent.

The unity government is expected to approve its internal labor regulations on Sunday, which indicates that no special exemption from the sovereignty issue will apply. This means that according to the dry language of the document, Netanyahu will not be able to raise sovereignty for a vote without Gantz's consent. 

As mentioned, approval of the government bylaws is a routine matter when establishing any new government, but due to the special structure of the current government, special articles that have not appeared before are listed in the bylaws. Foremost, giving the interim prime minister mutual authority to prevent raising issues for the agenda.

At this point, when Netanyahu is prime minister, Gantz can prevent him from raising issues that are not agreed upon by him for government approval. Later, if the rotation takes place and Netanyahu becomes the replacement prime minister, he can prevent Gantz from making unacceptable decisions. 

The mechanism of mutual agreement, in which joint decisions must be made on what will be on the government's agenda, have already been established in the coalition agreement between blue and white and Likud. The agreement has the exclusion of the sovereignty process, and it is explicitly stated that Netanyahu will be entitled to raise the sovereignty's decision to vote even without Gantz's consent. However, in the bylaws approved today, the sovereignty resolution is not mentioned nor killed.

In response, Netanyahu says that the by-laws reflect the coalition agreement and that there are agreements between the prime minister and Gantz that he could raise the sovereignty decision.
