The leak of a draft with the different openings of the quarantine that the City analyzes to continue living with the coronavirus generated a strong shake inside the Buenos Aires Government . Could Horacio Rodríguez Larreta himself have circulated it to test its impact? It would be a move by Machiavelli: after the advance given by the journalist Jorge Rial, the head of the government warned his ministers and assured that, if necessary, he will return to the meetings hand in hand for greater control. But beyond this internal bid, and then the "draft" nature of the paper was insisted on , the news anticipated some of the steps that the Capital designs for the next stage of isolation. And a little more too.
Clarín spoke this Sunday with senior sources in the City and, from that draft and the information that emerged over the weekend, five keys to what is to come can be traced:
1) The base is (and is phase 3)
The idea of the Buenosairean government is clearly opening . This is, after the last reverse, go back to the initial logic of always offering the residents some flexibility. Now, at least, it is planned to return to phase 3 , the one that lasted until the end of June. This would imply, among other things, the reopening of shops in the neighborhoods - in addition to the essential ones, which never closed - and the return of physical activity, which was stigmatized as "the runners" .
2) Another relaxation in fact

3) Horizon for industries and other businesses
One of the novelties that the Government would announce, and that is the spirit of the draft that transpired, would be to give a horizon of openings for more businesses and industries. "Many times they ask us to do this, not to open now, but we do want to give them a tentative date," they explain in the Buenos Aires government.

Until now, they produce those linked to the essentials - food, laboratories, for example - or that they export. 4) The impact of winter holidays
A key point that would limit the easing for these last weeks of July is the winter holidays, which go from 7/22 to 2/8. "It is not the same for the boys to have classes, even if they are virtual, than to have them without any activity. That is going to generate greater exits and that is why we have to see how to limit or wait for the openings of other things," they explained in the Buenos Aires government.
5) Define cases (and policy)
It is the mantra that almost all officials repeat, convinced. The openings depend on how the contagion curve behaves, although it is clearly not the only variable. In Health, they repeat that this line continues to rise but stable, around 1,000 confirmed daily infections . And they add that there is no parameter today - such as the occupation of therapy beds - that loudly sets off alarms.
