Hairdressers and individual sports, two "ideas" that Axel Kicillof will explore with mayors

Axel Kicillof has a draft of the next stage of the quarantine , which will begin next Saturday. He discussed it with Horacio Rodríguez Larreta and will probe him, this afternoon, in a teleconference with 35 mayors of the conurbano.

The governor considers that the "hardening" of these days was effective and allowed the curve of cases to continue with an exponential increase, and to give relief to the increasing pressure on the health system.

He shared that approach with Rodríguez Larreta in the talk they had on Monday morning at the offices of the Buenos Aires government chief where, as Clarín told us on Sunday, they agreed that the isolation that will begin on Saturday will have differences between CABA and the conurbano.

As of Tuesday, 91% of the 754 critically admitted COVID-19 patients - ICU beds - are concentrated in the AMBA. Carla Vizzotti, the vice of Health, explained the "health system can still give answers" to patients with both coronaviruses and other pathologies.

Kicillof maintains that the next stage, in addition to resuming the scheme that was in force until July 1, should include some additional flexibilities. On this point, he has two "ideas" in the portfolio that this afternoon, at 4:00 pm, he will analyze together with the mayors of the 35 parties of greater Buenos Aires that are in phase 1 reinforced.

Unlike Larreta, Kicillof cohabits with mayors who have their positions and demands and, then, are usually in charge of part of the controls. Simpler: each measure is agreed because the mayors are, afterwards, key to guaranteeing compliance or not.

In recent days, the governor called several mayors of the conurbano to find out what the situation was in his districts. From these data, he projected what he will talk to the mayors today.

On Thursday, meanwhile, Kicillof will have a teleconference with the group of scientific advisers and experts to have a health panorama. After both talks, he will finish defining the scheme that he will chat with Larreta and Alberto Fernández, on Thursday afternoon or, more likely, on Friday.

The Kicillof plan consists of the following points:

# Hairdressers and beauty houses. It is an activity with a lot of deployment in the suburbs but that, with protocol, could be authorized to the extent that they are done in turns and, like the rest of the activity, in the local premises. The most complex thing can be, if necessary, what to do with large chains or lounges that have space for the attention of more than 30 people at the same time. "In some municipalities they are civil servants and in others, with shifts and low windows, they are also attending," confided an mayor who believes that it is opportune, like Kicillof, to give some additional signal after almost 120 days of quarantine.

# Individual sports. Kicillof discussed it with his team and will discuss it this afternoon with the mayors of Greater Buenos Aires. In the provincial government they understand that it would be a timely measure but with risks. The Buenosairean experience of the runners, with accumulation, set off an alarm signal. There are no plans to change the gymnasium ban.

# Outings for children. They will be able to do it with their parents, within the framework of a shopping trip or some procedure, always reducing the level of exposure but allowing them to go outside. Although children's outings with parents were never interrupted, massive family outings will remain limited. Regarding recreational activities, which in CABA operate on weekends, in the suburbs there is agreement that it can be more difficult to control.

# Shops. The opening of shops, especially retail and local, will resume from Saturday, although shopping malls and massive complexes such as casinos and bingos will continue to be closed.

# Industry. Starting Saturday, all the industrial activity in the province of Buenos Aires will be enabled, with distancing protocols, selective schedules and schemes to avoid the use of public transport. The plants in industrial parks continued to be active in this stricter stage, but from the weekend - strictly speaking, from Monday - all industrial activity may resume within the framework of the new normality. 

 # Bars and restaurants. The format of "take away" or online purchase with shipping of all gastronomic activity will be maintained, but it is not contemplated, at least at this stage, that there will be a reopening of premises.
