Waiting numbers for public housing have reached new heights, and they have chosen to stay in less popular units such as haunted houses or become "shortcuts" to go upstairs.

The latest issue of the Housing Department's "Express Public Housing Allocation Plan" will start accepting applications from next Tuesday (21st). The Housing Department announces that all applications for holding valid public housing and their registration date will be on or before March 31, 2019 , And those who meet the 7-year residency requirement for public housing applications and hold valid allocation opportunities can apply. The Housing Department will issue an invitation letter to all eligible applicants. Applicants who are eligible and intend to participate in the program, if they have not received the invitation letter by the end of this month, they can download the application form on the HA website or call the Hong Kong Housing Authority Hotline 2712 2712 inquiries. Applicants must return the original completed application form to the Housing Department on or before the 10th of next month.

Applicants are allocated public housing units through the "Express Public Housing Allocation Scheme" and will not be eligible to apply for the purchase of green homes within 3 years from the effective date of the first tenancy of the public housing unit. If the applicant accepts the allocation of a self-selected unit, the applicant and his family members may not request relocation within 3 years from the effective date of the lease. In addition, after selecting a unit, the applicant must immediately sign a commitment letter, promising not to request relocation within the first 3 years from the effective date of the lease of the selected unit.

According to the HD website, the units launched by the "Express Public Housing Allocation Scheme" are distributed in public housing estates in various districts. Some units are ideal in terms of environment, transportation, community services, shopping and medical facilities. Some of the units have been involved in unpleasant incidents, or the number of floors, orientation, and even the design of the unit are inferior, such as in the New Territories. In Baotian Village and Tian'en Village (Phase I), the toilets in the units are slightly smaller than other public housing units.

According to regulations, tenants who are willing to stay in the "effective vacancy period" for 12 months or more can reduce their rent by half. The concession period depends on the effective vacancy period of the unit.
