The report alleges that Liang Zhenying did not provide the information requested by the Select Committee. On the contrary, he provided the Select Committee with a file containing 12 documents and claimed that these documents were sufficient to assist the Select Committee to reach a correct conclusion. Liang Zhenying stated that he would not attend any meeting of the Select Committee.

The report also pointed out that the Select Committee encountered many difficulties in the investigation, and had difficulties in obtaining information/evidence, and it was difficult to obtain relevant, sufficient and comprehensive information/evidence for its investigation. The report points out that the information obtained by the Select Committee is of a general nature. Due to the limited relevant/useful information obtained by the Select Committee, the Select Committee cannot reach any identifiable findings, observations and conclusions on the matters under investigation in a fair and objective manner, and As for any or all of the allegations that constitute the subject of this investigation, it is not appropriate to conclude that the allegations made against any person/party are true or false.
