On July 15, 21 former US diplomats urged Congress to provide American asylum to Hong Kongers who are threatened by the Minato City National Security Act. These former diplomats have experience in maintaining China-US relations, including nine former consul generals in Hong Kong.

In a joint letter to Congress, 21 former diplomats pointed out that Beijing bypassed the democratically elected legislature of Hong Kong to implement the "National Security Act of the Hong Kong District," which weakened the rights of the people of Hong Kong and marked the fundamental undermining of China’s commitment.

In their letter, they expressed support for Congress’ efforts to assist the people of Hong Kong who are currently facing greater risks of imprisonment and persecution under the Minato City National Security Act.

The former consul generals in Hong Kong who participated in the co-signing took over in Hong Kong after 1990. They were Richard Williams, Richard Mueller, Richard Boucher, James Keith, Guo Minghan (James B. Cunningham), Joseph Donovan (Stephen Young), Stephen Young (Stephen Young), Xia Qianfu (Clifford Hart) and Tang Weikang (Kurt Tong).
