Investment, governance, territorial organization ... This second act of "Ségur", relating to the non-salary components of the consultation, aims to " continue the transformation of the health system, in the interest of caregivers ", according to the executive .

The salary increases, endorsed in the " Ségur agreements ", are not " for the sake of everything ," Health Minister Olivier Véran assured Monday, promising " strong announcements " and " restructuring " for the system of care.

These announcements will concern the entire " world of health, in town, in hospitals, in the health sector and the medico-social sector ", and will meet the strong " expectations " of health professionals, he said. for follow-up. The conclusions of " Ségur ", piloted since May 25 by the former head of the CFDT Nicole Notat, will be officially delivered to the government at 10:30 am, to the Ministry of Health.

The measures adopted by the executive will be announced by Olivier Véran in the wake, in the presence of three other ministers: Jacqueline Gourault (Cohesion of the territories), Frédérique Vidal (Research) and Brigine Bourguignon (Autonomy). Health risk requires, unions, professional federations and user organizations who participated in the discussions will not be physically present at the closing meeting, but will follow it by videoconference. " We are very much awaiting what will be said ", warned the president of the Hospital Federation of France (FHF) Frédéric Valletoux, who hopes for a " overhaul " of the organization of care.

"Patient-centered"

By launching discussions on the future of the hospital, President Emmanuel Macron had promised to " draw all the consequences " of the health crisis. I don't want us to go back to the previous stage either ,” he insisted. A commitment on which the FHF like the unions want to be " vigilant ". " We need a structural reform ", judge Mr. Valletoux, who pleads for a service directing patients upstream of the hospital, to avoid congestion in emergencies. The " essential salary measures will not be enough to restore the attractiveness of the public hospital ," said officials of the Inter-Hospital Collective (CIH) in a column published in the Journal du Dimanche.

" If the hospital does not receive an operating budget to meet the health care needs of the population, the same ills will produce the same effects ", they judge, calling for " not to ignore the subject of financing ”.

Will elected officials and doctors have more place in the governance of health establishments? What means will they have? Will the funding rules for hospitals be reviewed from top to bottom? During his general policy speech, Prime Minister Jean Castex promised to invest six billion euros in the health system. An envelope in addition to the 8.1 billion planned for salaries and 15,000 hires at the hospital. " The objective is to give more flexibility to establishments, to integrate the quality of care into the funding rules for hospitals and town doctors " and " to put the emphasis on prevention ", he said. Explain.

The head of government did not detail how this sum would be distributed, nor the concrete measures he wanted to take. But the executive has repeatedly assured that it wants to fight "over- administration " in the organization of care.

Our healthcare system is not yet focused enough on the patient, on his journey. It is not efficient enough either in its piloting ”, judged Olivier Véran, giving the start of the discussions at the end of May.
